I remember it being a big pain in the arse to get that card working with XP. So much of a pain in the arse that I have two of them sitting in a box somewhere. They worked great with Windows 98, Windows ME and Windows 2000, though! ;)
Basically you have old, outdated hardware that won't work with Vista.. not to mention Vista 64. Did you truly find official drivers for that? I somehow doubt it.

"The product you have selected has been classified as 'End of Service Life'. "
Last driver update was 2005. Certainly pre-Vista.

Edit for additional details.
I see my confusion (and perhaps yours)
Because I purchased the cards myself new, I know that mine are the "Value" product. It is very likely that yours also is the Value product and that is why you are unable to get the Vista drivers to work.
Look up the exact product code on the card and make sure you are selecting the correct model of the Live! card that you have. I think that I was even thinking of a different 'Live' card that wasn't 24-bit. (I do have a few 24-bit live externals. but many other PCI Live! cards from before that as well)
